Independent Site Inspector (REF: 10641-en_GB)

This position requires a chartered engineer with experience of working on Nuclear Installations / major construction projects, to support the Independent Site Inspection process at Hinkley Point C. To independently assess whether construction activities are compliant with company requirements and regulatory obligations and are performed in a manner that promotes high levels of nuclear safety, in line with best UK and international practice.

 

The Independent Site Inspection team provide independent review and challenge of Nuclear Safety, environmental, industrial safety, security and quality performance, using different complementary techniques and feedback findings directly to the concerned functions and to the Senior Management Team through the Safety and Assurance Director.

 

This position requires an experienced engineer with a strong understanding of highly complex / highly technical projects and of the UK regulatory regime who can communicate at all levels in the organisation and be able to demonstrate high ethical behaviour, integrity and character. The ability to influence senior managers is essential and experience in a nuclear organisation is a significant advantage.

 

Knowledge, Skills, Qualifications, Experience

 

  • Degree qualified Engineer
  • Chartered Engineering status of a relevant institute
  • Experience within the Nuclear Industry, preferably in an assurance role
  • Experience in highly complex / highly technical projects, understanding of the interfaces across the many contributors such projects require, preferably in an assurance role
  • Knowledge of Health and Safety legislation including Nuclear Site Licence requirements, CDM 2015 and Environmental Permit requirements
  • Excellent presentation and communication skills (verbal and written). Able to deliver difficult messages by creating confidence through crafting of strong justifications and arguments and tailor messages to suit the audience
  • The ability to influence and to provide constructive challenge which is accepted by others
  • The ability to build effective relationships with internal and external stakeholders
  • A dynamic individual who is a team player that is pro-active and flexible; but has the ability to work on own initiative across a broad range of issues to review compliance
  • Ability to think ‘outside the box’ as a means of reducing the risks from ‘group think’

Nature and Scope

 

A strong, competent and respected internal regulator is essential for the long term success of Nuclear New Build.  This position requires a chartered engineer with experience of working on Nuclear Licensed Installations and major construction projects, to support the Independent Site Inspection process at Hinkley Point C. The role of the Site Inspector within the Assurance function is to independently assess whether construction activities are compliant with company requirements and regulatory obligations and are performed in a manner that promotes high levels of nuclear safety in line with best UK and international practice.  The work consists of on-site audits, general site surveillance and data analysis to identify regulatory compliance shortfalls and adverse trends associated with nuclear, industrial, environmental security safety, quality and general construction standards; the understanding of which will allow the site to improve its construction, commissioning and eventually operational performance. This function reports to the Senior Management Team through the Site Inspection Lead and Head of Assurance to the Safety Director.

 

As a Site Inspector you must be able to work independently, although part of a wider team.  You will be required to communicate at all levels within the site organisation, interfacing with staff, contractors and managers at a working level, providing feedback to senior site managers and the Head of Assurance. This position requires a strong understanding of highly complex / highly technical projects and of the UK regulatory regime.  

 

The role holder will be part of a team of Site Inspectors assigned ownership for different elements of the overall site assurance programme. Site Inspectors are assigned activities aligned to their relevant specialist knowledge and experience but are expected to expand their knowledge and skills. The site inspection lead provides review and coaching on presentation and development of recommendations and where needed provides support for delivering results with more difficult messages.

 

 

Principal Accountabilities

 

The post holder will not have any direct management responsibilities but will be required to represent the Site Inspection Lead in agreed circumstances. They will be required to lead small teams of Inspectors from across the different disciplines of the Assurance function during group assessment activities. The role may require occasional visits to other office locations (in the UK and France) to support assessment activities and the overall work of the Assurance function.

 

Principal Accountabilities:

 

The post holder is accountable to the Independent Site Inspection Lead within the Assurance function of the Safety and Assurance Directorate

 

The Independent Site Inspector is to:

 

  • Deliver the site inspection programme; conducting audits of compliance against Nuclear Site Licence requirements, Environmental Permits, Consents and NNBGenCo management arrangements
  • Provide oversight and challenge of business, project and construction processes and practices, independent from line of accountability
  • Undertake regular site surveillance activities
  • Report assessment and surveillance findings through the Site Independent Assessment Lead to the Head of Assurance and the Safety Director
  • Generate insights to facilitate continuous improvement to help ensure that the project operates to national and international, INPO and WANO best practices and UK and French experience
  • Present an independent view on project processes, practices and governance to external Regulators and internal committees
  • Develop relationships and networks to understand the project plans and influence activities within area of expertise

 

Support other team members in the Assurance function as follows:

  • The Responsible Designer (RD) and Supplier Assessment Lead for reviewing the provision of design by the RD and the provision of project deliverables by the key suppliers.
  • The Independent Assessment, Challenge and Oversight (IACO) Manager for conducting project audits.
  • Independent Technical Assessment (ITA) Team for reviewing design and safety case documentation.
