Environmental regulation of long-lived radioactive waste

People and the environment need to be protected from exposure to radiation from radioactive waste. If the radioactivity is long-lived, protection is required over a correspondingly long period. The Environment Agency (EA) is the environmental regulator for radioactive waste disposals in
England and Wales. In February 2009, in conjunction with environmental regulators in other parts of the UK, revised regulatory guidance on the land-based disposal of solid radioactive waste was issued. For some radioactive wastes, a suitable level of protection may be achieved by disposal to  facilities at or near the surface while, for other more radioactive and longer-lived wastes, disposal to a facility located in a geological formation deep underground is required. EA's regulatory guidance covers both types of facility and two separate guidance documents, one for each type of facility, have been issued. The guidance sets out a fundamental protection objective, a number of principles to be followed, and a series of requirements to met if the Agency is to authorise disposal of radioactive waste to a specified facility. The developer or operator of the facility is responsible for demonstrating that the requirements are met, through an environmental safety case that the developer or operator will submit to the Agency.
