Radiological Health Detriment and Cost Benefit from Radioactive Discharges

Radioactive discharges, either authorised or accidental, impact on human health, causing health detriments at varying individual risks over a range of populations and timescales. This paper examines these risks and detriments, and how they are dealt with by current UK regulation. The regulatory process seeks to minimise doses to As Low as Reasonably Achievable, taking economic and social factors into account. The paper argues, however, that no methodology exists to ensure that cost is in fact considered, and that proportionality of regulation is not ensured. Indeed, an examination is presented which suggests that discharge and dose minimisation are being disproportionately driven, to the detriment of overall societal utility. One method of improvement is suggested, but the important message is that an improvement, by whatever means, is both merited and urgent.
