For many years, the UK's Defence Nuclear Programme mirrored the civil industry's fortunes. With the end of the Cold War and the increase in 'local' terrorism (such as 9-11), the change of the 'threat' led many to question the value of sustaining an expensive, independent nuclear deterrent. After much public debate, which culminated in a Parliamentary Vote last year (2007), the Government has reaffirmed its commitment to a submarine-based Independent Nuclear Deterrent and an associated build programme into 2030 and beyond. For the first time in twenty years, the UK has a long-term funded programme, with commitment at the very highest levels. However, MoD has stated that the future programme will not be at any cost and the onus is on industry to realign and deliver.
