Comparing decision-makings at US Department of Energy (US-DOE) Citizen Advisory Boards (CABs) with field Results, the authors had previously concluded that US-DOE's policy of consensus seeking promoted risk misperception, a lack of education, and an anti-science bias about remediating environmental contamination at its sites. In this article, they find that seeking consensus or truth-seeking reflects a trade-off between a single worldview derived from risk perceptions versus specific actions from risk determinations. At US-DOE's Hanford site, consensus seeking by its CAB drives risk perceptions that have contributed to gridlock; at US-DOE's Savannah River Site, truth-seeking by its CAB from majority-rules has accelerated cleanup. The authors conclude that such a trade-off may impact future US and UK nuclear programs.
